DM News: States Seek Narrower No-Call Exemptions

Some states are seeking to narrow exemptions included in the Do-Not-Call Registry rules. The debate centers especially around exemptions given to charities and political concerns. The exemptions are contentious because they can at once be seen as preventing the regulation of political speech but also potentially discriminating against other forms of speech. The solving of one legal problem is likely to create the other.
