Silicon.com: Spammers to pay 30p per email

At least the Singaporean government can say it's trying to do something about the onrushing spam problem. It announced a new law that would make spammers pay the government the better part of a dollar for each message sent to one of its citizens. Of course, it has no idea how to identify, find and bring to account any of those spammers, even if they were to be operating from within the law-and-order society of Singapore.
