DM News: EU Orders Action on Spam Laws
The E.U. started to get tiffy with member nations whose legislatures failed to obey its mandate to pass anti-spam laws. The next step is for those countries to spend two months creating hard-to-read reports as to why they haven't yet complied. Then the matter may be referred to the European Court of Justice, which may order the country to face fines, unless the defendant is France or Germany, in which case precedent suggests that an exception will be made.
