The European Union castigated half of its countries, warning them that they were failing to comply with mandatory spam policy by enacting E.U.-specified laws. The European Commission sent nastigrams to Belgium, Germany, Greece, France, Luxembourg, the Netherlands, Portugal, Finland and Sweden indicating that bureaucrats in Brussels would get very, very angry if they failed to comply.
