The European Union castigated half of its countries, warning them that they were failing to comply with mandatory spam policy by enacting E.U.-specified laws. The European Commission sent nastigrams to Belgium, Germany, Greece, France, Luxembourg, the Netherlands, Portugal, Finland and Sweden indicating that bureaucrats in Brussels would get very, very angry if they failed to comply. Seven of the nine countries - all those but France and Germany - are ones normally expected to comply with such directives, and could theoretically face fines in the future.
