Advertising.com released a regionality study that shows that the states from Delaware to Georgia have the most Internet ad traffic and responses per user. The study measured the level of impressions per average user and clicks per average user. The study, since it did not compare click levels to impression levels, is more a measure of web traffic than advertising efficiency per region.
Interestingly, because the numbers in the study don't quite add up (Bill Masterson, Advertising.com's director of research, indicated that this was due to the segment of users whose region could not be obtained), we can deduce that those users whose regions cannot be determined are precisely the ones with the best click-per-impression rate.
