The Hill: Schumer, McCain seek anti-spam registry

Two powerful senators from both major parties are set to introduce a Do-Not-Spam Registry. Republican John McCain and Democrat Charles Schumer have been discussing the measure with other senators for some weeks. McCain noted that the issues yet to be nailed down do not involve the regulatory authority and legislation, but rather then complexities of the technical means to effectively execute such a policy.
Other senate spam measures have proven largely useless, such as ones adopting the Direct Marketing Association's definition of spam, which does not exclude any unsolicited email that isn't already illegal for other reasons. Other, potentially more effective, measures have been stalled due to disagreements over implementation strategies.
