As Chinese citizens now find themselves as much a target of Chinese-directed spam as the rest of the world, they now find spam to be a majority of their in-box contents. This pressure led to a Ministry of Public Security effort to develop anti-spam legislation, probably to be issued in the first half of 2004.

It was bad enough to have to go through their own email and delete spam, but when their job was to sneak into the people's email boxes keep an eye on dissent, spam really stops up a patriotic, revolutionary ministry.
