At the All Party Internet Group Spam Summit Steve Linford, founder of the Spamhaus Project, stated that the new laws will effectively legalise spam as they will simply require unsolicited bulk emailers to provide an option to opt-out. He goes onto predict that the proposed laws, if introduced, would make the situation far worse than it currently is.
